DEPARTMENT OF FINANCE AND ECONOMIC AFFAIRS

• Under the authority of a Director, the Financial and Economic Affairs Department is in charge of:

  • Develop the budget of the BCC, in collaboration with other entities and ensure the presentation;
  • To coordinate and monitor, in relation with the General Secretariat and the General Inspectorate of Services, the execution of the budget;
  • Draw up every two months a summary table of the elements of assessment, in relation with the entity in charge of management control, for revenue and expenditure certificates in order to reconcile the operations initiated by the Authorizing Officer and supported by the Accountant;
  • To coordinate the preparatory work of the administrative account in relation with the Secretary General and the other entities;
  • Coordinate the monitoring of specific commitments with financial impact of the BCC under the supervision of the General Inspection Services;
  • Animate the foundations for implementing the institution’s financial management improvement plans;
  • Search all statistical data for budgeting purposes
  • Carry out any economic study useful for the economic development of the city of Bamenda;
  • The implementation of actions for the promotion and economic forecasting of the city of Bamenda
  • Supervise personnel management activities ;
  • Represent the local authority, as and when necessary;
  • Represent the government delegate at some internal and external meetings of the council;
  • Make recommendations on some issues related to council administrative and financial management
  • Participate in Preparing administrative acts and decisions after verifying their legality
  • Coordinate the functioning of financial services;
  • Put in place policies to improve revenue and rationalize expenditure;
  • Advise elected officials and the secretary general on budgetary estimates;
  • Supervise the preparation and execution of the budget;
  • Coordinate all activities related to the execution of the budget in revenue and expenditure;
  • Coordinate the activities of different sections (revenue and expenditure)
  • Ensure the respect of budgetary prescriptions.

  The Financial and Economic Affairs Department includes the following services:

• COMMERCIAL FACILITIES MANAGEMENT SERVICE

  Under the authority of the different market masters with rank and prerogative of service Heads, the commercial facilities management service is responsible to:

  • Ensure proper maintenance of the facility in liason with the technical services;
  • Organize parking and distribution of occupants;
  • Design and execute contracts for the occupation of shopping units and parking spaces;
  • Respect standing on occupation, hygiene, schedule etc;
  • Ensure cleanliness of public places and maintenance of infrastructure;
  • Represent the council in decisions with partners (users, transport Professionals etc) and in consultative organs;
  • Organize and manage business activities within the markers and parks.

  The Service Heads shall be assisted by Assistant Market Master with a rank of Bureau Head.

• BUDGET PREPARATION AND EXECUTION SERVICE

  Under the authority of a Service head, the Budget service is responsible for:

  • Collect information useful for budgeting;
  • Carryout the expenditure commitment operations and ensure their control;
  • Verifying and validate the certificates of expenditure;
  • Preparing and ensuring the release of draft decisions to release funds;
  • Monitoring the management of the debt;
  • Tracing all of findings of the service made by the stores accountant;
  • Monitoring all the liquidations made by the Authorizing Officer;
  • Tracing all the orders made by the Authorizing Officer;
  • The archiving of duplicate mandates.
  • Follow up of payment vouchers raised, coupled with the collection of triplicate vouchers

  The Budget Preparation and execution service includes:

  • The Bureau of Budget Preparation and Debt Management

  The Commitments, Liquidation and Orders Bureau

• TAX ASSESSMENT AND COLLECTION SERVICE

  Placed under the authority of a Service head, the Service of the tax assessment and collection is in charge of:

  • Identify the taxable material and prepare the related programs;
  • Verify the recipe certificates for validation;
  • Control the issuance of revenue orders;
  • Follow the evolution of council revenue.

  The Service of the tax assessment and collection includes:

  • The direct tax bureau
  • The bureau of Indirect Council Revenue and Public Domain Products
• PROCUREMENT SERVICE

  Placed under the authority of a service head, the service of procurements is in charge of:

  • Ensure the regularity of contracts awarded by the council to third parties
  • Ensure conformity to the procedures provided for in public procurement regulations;
  • Ensure transparency in the award of public contracts;
  • Organize the competition procedure among enterprises;
  • Examine and verify documents submitted by bidders ;
  • Participate in tenders board meetings and play the role of secretariat;
  • Draft or verify minutes of opening of bids;
  • Draft and verify draft purchase and contract letters;
  • Establish notifications and service orders;
  • Participating acceptance of work and supplies.
• COMMITMENT AND AUDIT SERVICE

  Placed under the authority of a Head of service, the commitment and Audit Service is charge with:

  • The establishment of personal salary and vouchers.
  • The engagement of the expenditure orders and their accounting
  • Follow up issues concerning council creditors and debtors
  • Taking inventory of council property and managing it with the Stores Accountant.

  Assisted by a Commitment Bureau Head

• ECONOMIC PLANNING AND PROMOTION SERVICE

  Placed under the authority of a Head of service having rank and prerogative of Head of Service, the Economic Planning and Promotion Service charged with:

  • define, develop and monitor economic, socio-economic, fiscal and financial studies;
  • evaluate the socio-economic impacts of infrastructure projects;
  • develop and disseminate economic promotion tools;
  • Liaise with groups of economic operators and socio-professional organizations.
  • to design the indicators and monitor the implementation of development projects and improvement of the living conditions of the inhabitants;
  • conducting surveys and establishing economic statistics;
  • Develop and disseminate urban economic development data.
  • Commercial Facilities Management Service
  • provide assistance and advice to elected officials in the area of economic development and poverty alleviation;
  • manage and promote the services provided by the local authority in the area of economic development;
  • manage and monitor initiatives taken by community-based organizations and NGOs;
  • monitor economic development actions from decentralized cooperation;
  • conduct entrepreneurship training in order to build up entrepreneurship spirit in the youths;
  • carry out and complete the studies to improve the output for a better use of tax prospects;
  • carry out studies on the impact and use of agricultural activities in urban areas;
  • steer and carry out prior studies before the setting up of micro-enterprises on behalf of the town;
  • advise, inform and orientate entrepreneurs ;
  • propose measures to improve the town’s tourist image ; organize and monitor tourist-related activities;
  • propose measures for the location and development of tourism;
  • propose measures for youth employment;
  • conduct and propose actions for the search of funds;
  • leading and piloting a team;
  • implement the institution’s policy on planning and investments;
  • ensure administrative and budget management of projects;
  • draw up proposal in the area of support to firms and poverty alleviation;
  • Assist and advise elected officials in the area of economic development;
  • receive and inform business leaders and project managers;
  • prepare and support business projects; establish, locate, develop ;
  • carry out and complete the studies to improve the output for a better use of tax prospects;
  • carry out studies on the impacts and use of agricultural activities in urban areas;
