THE CITY MAYOR’S CABINET

• Under the authority of a Chief of Cabinet with the rank and prerogative of a Director, the Chief of Cabinet of the City Mayor’s has the following responsibilities:

  • Ensuring the application of the instructions and directives of the City Mayor’s and possibly his assistants and to report to them;
  • To look after the reserved affairs of the City Mayor’s;
  • Manage the mail, the timetable and the meetings of the City Mayor’s and his deputies;
  • Manage all Cabinet staff and affairs;
  • Plan and organize the work of the bailiffs and liaison officers assigned to the Cabinet.
  • The security, protocol and communication in carrying out his duties.
  • To exercise the functions and powers delegated to him by the City Mayor’s
• PRIVATE SECRETARIAT AND DOCUMENTATION SERVICE

  Placed under the authority of a Private Secretary, having rank and prerogative of Chief of Service, the Private Secretary of the City Mayor is in charge of:

  • The reserved business of the City Mayor
  • Any other tasks entrusted to him by City Mayor
  • Manage incoming mail from the Mail Service and mail from the Cabinet using handbook registers and transmission records;
  • To provide administrative assistance to the City Mayor and possibly to his Deputies;
  • To maintain the Cabinet agenda in collaboration with the Chief of Cabinet;
  • To perform the office work;
  • To make an appropriate classification of files and letters.
  • Ensure liaison duties between the City Mayor and third parties
  • Organizing the official travel and missions of the members of the city council and the staff of the city council;

  The Private Secretariat shall comprise of 02 secretaries, a mail and registration Bureau at the disposal of Deputy City Mayors with rank of Chief of Bureau.

• COMMUNICATION, PUBLIC RELATION, PARTNERSHIP AND COOPERATION

  Placed under the responsibility of the Head of Unit having rank and prerogative of a Sub Director, the Communication and Public Relations Cell has for missions:

  • To develop and implement the communication strategy of the City Council;
  • To advise and assist elected representatives and those responsible for communication, especially with regard to the media;
  • To establish and maintain relations between the Community and the media;
  • To implement the measures and carry out appropriate public awareness campaigns for the improvement of their living environment;
  • To ensure the good image of the council through a form of adequate communication.
  • To manage the public relations of the institution;
  • To ensure and organize the protocol in all places of the City Mayor or his representatives wherever necessary;
  • To organize official ceremonies in relation with the initiating entities;
  • To ensure the courtesies of arrival and departure of the hosts, as well as their accommodation;
  • To organize the official travel and missions of the council executive both inside the country and abroad;
  • Assist services affected by external agreements and partnerships;
  • To ensure the correct execution of the agreements;
  • Drafting cooperation projects with external partners;
  • Monitor and evaluate the implementation of twinning and decentralized cooperation agreements;
  • Provide support to external partners in the management of twinning and decentralized cooperation arrangements.
  • Subscribe to newspapers and other journals of interest to the BCC.
• THE MUNICIPAL POLICE SERVICE

  Placed under the responsibility of a Chief of Municipal Police having rank and prerogative of a Chief of Service, the Municipal Police is charged of:

  • Ensuring public order, safety, tranquility, security and cleaning;
  • Providing safe and convenient passage in streets, wharfs, public squares and routes, notably the cleaning, lighting, removal of observations, demolition or renovation of building falling in ruins, prohibiting from placing on windows or on any part of building any object that may cause damage or produce harmful exhalations;
  • The means of transporting deceased persons, interment and exhumation, maintenance of order and decency in cemeteries, without anybody being authorized to make epitaphs or special write ups stating the circumstances of the death;
  • Inspection of appliances and/or instruments used for foodstuffs sold by weight or measure and the safety of edible foodstuffs displayed for sales;
  • Prevention, through appropriate precautionary measure and intervention, through the provision of required assistance, in case of accident and calamity such as fire accidents, floods and other natural disasters, epidemics and contagious diseases, epizooties, the implementation of emergency safety, assistance and relief measures and where necessary, seeking the intervention of the representative of the state to whom a report on the measures prescribed shall be presented;
  • Measures taken considering the insane who situation may compromise public morality, the security of persons or preservations of property;
  • Interventions to prevent or remedy unfortunate events that could be caused by stray animals;
  • The demolition of buildings constructed without building permit;
  • Performing community policing services, fulfill the missions under its direction and management in order to deter unhealthy behavior or urban disorder;
  • To deploy agents in the various organs and services so that they ensure the prevention, monitoring and good order, tranquility and safety in the precinct of the city council and space within its jurisdictions;
  • To make findings by means of any infraction or according to the prescriptions of the decisions of City Mayor who organize their missions;
  • To ensure the respect to building standards, in particular any obstruction on public roads;
  • To protect public infrastructures and facilities against all forms of damage.
• COORDINATION UNIT FOR EXTERNALLY FUNDED PROJECTS AND OTHER MEGA PROJECTS

  Placed under the authority of a coordinator having the rank of Sub Director, the unit is charged:

  • Develop or monitor the development of feasibility studies for projects financed by partner entities;
  • Prepare, in the case of direct studies, the documents enabling contracting for these projects;
  • Contribute to the facilitation of the externally financed procurement process;
  • Monitor directly the execution and participate in the evaluation of external financing contracts;
  • Monitor the maintenance and upkeep of the works and equipment resulting from this financing, in relation with the other operational entities of the city council
  • Ensure the technical, financial, social and environmental coordination of the projects under it control.
  • Provide regular reports to the council executive on the execution of these projects.

  N/B: These competences shall be valid except contrary or additional provisions coming from the requirements of the funder which will be subject to particular regulation.

• GENERAL INSPECTORATE

  Placed under the responsibility of an Inspector General having the rank of Director, the General Inspection of Services has for mission;

  • To evaluate the performance and functioning of the services in relation to the objectives set by the council Executive and carry out the internal control;
  • To consolidate the quarterly reports of all the services, in relation with the Secretary General;
  • Popularize administrative and organizational techniques and related tools for increasing the performance of council services and individual productivity;
  • Implement strategies to combat misconduct in services;
  • design and implement the management policy, budget control, all legal and administrative entities;
  • supervise most of the entities attached to it and ensure the execution of all the missions and actions entrusted to them;
  • promote the development and implementation of the Procedures Manual and the User’s Guide;
  • Regularly make progress reports of the functioning of the different entities, specifying their performance and their positioning in relation to the objectives set by the Institution, in relation with the Secretary General;
  • Reinvigorate strengths and find solutions for weak points in order to increase productivity by organizing the best governance of internal administration;
  • To increase the reinforcement of the managerial capacities with a view to concrete participation in improving the quality of life of the staff of the Institution on a daily basis, in relation with the other competent entities;
  • Analyze and audit the performance of each procedure.
  • Find collective leads to reduce file processing times to optimize the performance of proceedings;
  • To define the topics in terms of training needs, to plan the frequency of professional training with regard to capacity building, with a view to optimal impact on all the services of the Institution;
  • To mobilize for the optimization of the revenues of the Urban Community in a transversal way with the operational entities;
  • To draw up the programs for the holding of the disciplinary council sessions in order to participate in the sessions with the entities and persons designated by the Government Delegate;
  • Make sure to make forward-looking proposals for improving the quality of services

  The general inspectorate is made up of

  • MANAGEMENT CONTROL SERVICE
  • INSPECTIONS AND AUDITS SERVICE

  The Inspectors of Services and the Controller of Management have the rank of Service head. They are assisted in their respective tasks by support staff, having the rank of bureau heads

• CIVIL STATUS SERVICE

  Placed under the authority of Civil Status Secretaries, with rank and prerogative of Chief of service, this service has responsible to:

  • Prepare deeds and other vital documents for signature: birth certificates, marriage certificates, death certificates etc.;
  • Deliver the said acts after their signature;
  • Assist the Officer and the Registrar of Civil Status during the wedding celebration ceremonies;
  • Keep the civil status registers and the archives relating thereto;
  • Receive civil status applications and instruct them;
  • Design and implement a general strategy for the preservation of the BCC’s civil status archives and documentation and measures of their public consultation;
  • Organize the census of the population;

  The civil status shall comprise the following Bureau:

  • The Finance Clerk
• MUNICIPAL TREASURY

  The organization and operation of the Municipal Treasury, entity placed under the authority of a Municipal Treasurer and in charge of the accounting and cash operations of the city council, are governed by specific texts by the Minister of Finance.

• FINANCE CONTROL

  The organization and operation of the finance Control, entity placed under the authority of a Finance Controller, shall be governed by the decentralization code and specific texts by the Ministry of Finance.

• STORES ACCOUNTING

  The chief executive shall be the stores authorizing officer of the local authority, assisted by a state employee with the required qualifications. Placed under the responsibility of a Stores Accountant, having rank and prerogative of a Chief of Service, the Stores Accountant has the following missions:

  • Responsible for the consistency of records;
  • Ensure the safekeeping and conservation of the movable property and equipment of the local authority;
  • Shall keep the stores accounts, under conditions defined by the regulation in force;
  • Participate in the receipt of supplies and equipment delivered to the BCC and manage inventory;
  • Ensure the quality of supplies and materials delivered in accordance with the order;
  • Participate in the distribution of supplies and materials available on demand;
  • Register and keep a record of movable and immovable property belonging to the BCC and to monitor their use;
  • Make inventories and draw up the minutes;
  • Assist the City Mayor in the preparation of his Management Account.
  • However, the rules and regulations governing state stores accounting shall apply to the stores accounting of local authorities.
