Placed under the responsibility of an Inspector General having the rank of Director, the General Inspection of Services has for mission;
- To evaluate the performance and functioning of the services in relation to the objectives set by the council Executive and carry out the internal control;
- To consolidate the quarterly reports of all the services, in relation with the Secretary General;
- Popularize administrative and organizational techniques and related tools for increasing the performance of council services and individual productivity;
- Implement strategies to combat misconduct in services;
- design and implement the management policy, budget control, all legal and administrative entities;
- supervise most of the entities attached to it and ensure the execution of all the missions and actions entrusted to them;
- promote the development and implementation of the Procedures Manual and the User’s Guide;
- Regularly make progress reports of the functioning of the different entities, specifying their performance and their positioning in relation to the objectives set by the Institution, in relation with the Secretary General;
- Reinvigorate strengths and find solutions for weak points in order to increase productivity by organizing the best governance of internal administration;
- To increase the reinforcement of the managerial capacities with a view to concrete participation in improving the quality of life of the staff of the Institution on a daily basis, in relation with the other competent entities;
- Analyze and audit the performance of each procedure.
- Find collective leads to reduce file processing times to optimize the performance of proceedings;
- To define the topics in terms of training needs, to plan the frequency of professional training with regard to capacity building, with a view to optimal impact on all the services of the Institution;
- To mobilize for the optimization of the revenues of the Urban Community in a transversal way with the operational entities;
- To draw up the programs for the holding of the disciplinary council sessions in order to participate in the sessions with the entities and persons designated by the Government Delegate;
- Make sure to make forward-looking proposals for improving the quality of services

The Inspectors of Services and the Controller of Management have the rank of Service head. They are assisted in their respective tasks by support staff, having the rank of bureau heads
